As I am rather politically “out of it”, I have no idea whether the existing incumbent for the ALAC seat needs to be nominated or not. So, playing it on the safe side, I would like to nominate Beau Brendler for another two years. Seconder?

Dear Dr. Twomey and Mr. Thrush,

We are a Bulgarian association representing part of the local Internetuser and business community, aimed at the introduction of BulgarianIDN domains.
We would like to inform you that we have been denied participation inthe upcoming regional ccTLD meeting in Sofia, Bulgaria. (8 – 10September) (please see attached letter). The Russian organizers of themeeting held in Bulgaria explained to us that the reason is that our organization is neither a ccTLD registry nor a registrar.

We would like to express our astonishment with this case, because wethought that all ICANN meetings are always open – we have participatedin former ICANN meetings, like in Los Angeles, without any problems and we will participate in Cairo again. We have understood that ICANN meetings and ICANN-supported meetings are open to all. We are aware at a similar regional meeting in the Middle East co-organized by ICANN together with a local ccTLD anyone was allowed to participate.

Additionally, we are aware from the speaker and invitee lists of the event, a number of entities that do not qualify as neither a ccTLD registry or a registrar (for example Verisign, Affilias, ComTel, ENISA, etc.) are able to participate.

We would like to ask you whether is an ICANN policy to organize also non-open meetings and deny participation of the local Internet community, considering that the meeting is held in Bulgaria. We believed that the ICANN meetings are supposed to be for the whole Internet community.

If we are unable to get a response in a timely manner, because the meeting is next week, we will have little choice but to bring this up with the ICANN ombudsman and the wider ICANN community.

"The meeting being referred to (which I am presently at) is not an ICANN meeting, nor organised by ICANN. There are a couple of invited ICANN guest speakers, myself included, but it has been organised by the .RU registry."

Having noted the regional gathering of the supplier clan at New Orleans, the regional gathering of the registry-registrar Trade Association at Dubai, and the back-to-back meetings of the registry-registrar Guild at Bulgaria and Korea, one can rightly understand why the public may be confused as to which meeting of the Cartel is designated as "official" or "unofficial".

What is quite clear, however, is that while ICANN expends significant resources in support of these supplier sessions, when the at-large community asks for a meager amount of funding for regional events, it is routinely told that there are no funds in the budget to accommodate the requests.

At least now we know where the money is going...

I'd be interested in seeing a calendar list of all of these sorts of
things that ICANN supports with funding. There are a number of
sessions that ICANN funds under the umbrella of "regional outreach". I
think it might be helpful to get an understanding of the entire picture.

My impression is that these sessions are always motivated by some sort
of outreach goals, but it is never clear what the participatory pay-
off is for ICANN or its constituent bodies (i.e. Atlarge and
otherwise) and therefore, why ICANN should be so fully funding these
initiatives vs. a stronger backing for the bottoms-up programs or
other community priorities.

ICANN is listed under the heading "With the participation of" but not
as an organizer or sponsor. This seems to go along with the note that
Danny attached. I would presume (but have never looked into) that
ICANN people speak at lots of closed meetings.

Now whether ICANN should put resources into such events is a
management decision based on perceived benefits (or risks of not
having ICANN speakers and thus ceding the floor to perhaps less
informed people) and clearly a subject that we can agree or disagree on.

I would simply echo Danny's point about the willingness of ICANN to
participate in contracted-party events while further constricting
ICANN's involvement in At-Large and outreach activity to levels below
those of a few years ago.

There are also risks of not having ICANN speakers (or ICANN community
members) at events dealing with consumer use of the Internet, but those
risks have apparently been deemed acceptable.
