[ALAC] Public Consultation on the Draft Community Travel Guidelines for FY2010: Volunteer Statement Drafter Needed
Dear Members:
As you are no doubt aware, there is a public consultation open on a
draft Travel Procedure for FY2010; of course, this affects At-Large
travel. This consultation may be found at:
http://www.icann.org/en/announcements/announcement-03jun09-en.htm
At the ALAC Excom meeting yesterday this was clearly noted as a high
priority. The consultation closes on 6th July, however, to allow time
for community members to comment on a draft once written, and allow time
for those coments to be reflected before voting, there is actually not a
great deal of time to spare to get a draft written.
The Excom proposed a timeline as follows (you may review the timeline
for this process, as well as for all other policy advice development
processes, at www.atlarge.icann.org/policycalendar):
Draft Statement Due: 15th June
At-Large comment period open from: 15th June - 21st June
Draft incorporating Comments due by: 24th June
ALAC Voting period: 28 June - 5 July
Is there a volunteer to create a draft statement in the timeframe above?

Why don't we just put something like this in as a Statement with specific
RALO and ALS support listed I hope...
...The ALAC wishes to make clear the following in connection with the
proposed Travel Procedures for FY2010:
In this draft, it is suggested that either RALO leaders may attend each of
the three ICANN meetings, or the funding for those 10 persons may be used to
support General Assemblies for the Regional At-Large Organisations ("RALOs")
throughout the year.
The ALAC *(and this is where we could literally list RALO and ALS
support)*must reiterate our previous points that this is not an
"either/or"
situation. There has been a very clear benefit to the RALO leadership
attending ICANN meetings on many levels. At the same time, a chance for each
RALO to meet face-to-face each year is also of enormous benefit.
We understand that there are many communities in ICANN that require travel
assistance. While in an ideal world, it would be possible for each of the
RALOs to attend an ICANN meeting each year, we understand that ideal is not
always possible. We do therefore believe that the RALO GAs could be held in
conjunction with existing regional meetings related to the Internet held
each year, over a day or two, to keep costs down while ensuring that each
region has the essential face-to-face meeting it needs, for all the reasons
previously enumerated in our various statements on this subject over the
course of time...*(could insert links to the previous statements here as
well)*

I certainly agree with this. Indeed I think we could get most of the
active North American ALS organisations to sign on to this
specifically in support of the NARALO position.

You have explicit support from NARALO, which discussed this at its last
conference call and was considering an independent statement. But what
you have is fine.
As was said by someone else in our meeting, At-Large and the RALOs are
ICANN creations. So long as ICANN maintains these artifacts as a vehicle
for bottom-up community policy-making, it needs to enable us to fulfil
the mandate *IT* created.
