[ALAC] ALAC/At-Large Performance Management
The ALAC has now adopted the Position Description (PD) for ALAC
members and Liaisons (http://tinyurl.com/ALAC-PD). Despite
satisfaction that it has been approved, I must admit some
disappointment at the low voter turnout.
I now submit the following discussion paper on how to ensure that the
PD is effective.
The document is based on the principles I presented in Sydney and
modified based on the comments received prior to and at that meeting.
It has also drawn very significantly from the policy proposed by
Carlos Aguirre.
This document will be presented and discussed on Tuesday in Seoul,
with the intent of deciding on the principles and to be followed soon
thereafter with a formal policy for discussion and approval.
Any comments via e-mail or in person received sufficiently prior to
the meeting will be incorporated in the presentation.
A machine-translated version in French and Spanish will be sent soon.

In my opinion it is even more important that the non-ALAC components of
At-Large -- RALOs, ALSs and individual members (as applicable) -- engage in
this. When ALAC does not show the leaderships its members were elected and
appointed to deliver, it holds us all back. I applaud this initiative as an
important step towards the increased accountability of ALAC's elected
members.
Now ... if only there was a way to hold the NomComm accountable for *its*
non-performing selections...

Take a look at the draft nomcom review
there's a recommendation about removal of non
performing members I think it needs clarification, but that's what
the Seoul meeting's for.

And... I was wrong. The section in the nomcom review document about
removal, talks about removing nomcom members, not the people nomcom
appoints.
So we should again push for some form of recall mechanism of nomcom
appointees.
Document says other than for a couple of recommendations they want
comment on, SIC considers "this document as the equivalent of a last
call draft, and anticipate changes only in case of significant new
input from the community."

That's a bit like holding the public accountable for electing a dumb
politician! Or maybe not. But seriously, if we start by saying what
we actually expect, and then back it up by taking action when things
don't work, we should be far better with for NomCom and RALO members.
